I agree with Laura,  being innovative is very key while engaging with stakeholders, it is not true that you can only engage stakeholders with a budget.You can actually tap into the  community resources and structures to move forward you engagement efforts.

For example if one is going to hold a health community session, instead of hiring a hall to have this done, one can use the community town hall, which is in most cases free for community activities that benefit that society.
