    I think key messages and scenarios are the most common use in communication plan and issue management plan. The way to design key messages and scenarios need special knowledge to create it. Do we have to train stakeholders to know how to create key message and scenarios? And do you have any methodologies to use for both topics?

      I have used the “Action Media method” while engaging stakeholders in developing messages for their communities. With this methodology you engage the target group i a discussion that involves lot of  probing, discussion and eventually the team comes up with an agreed upon message. This method promotes ownership and better understanding of community issues.

      A focused workshop where you discuss the topic with your community stakeholders, you will be giving and receiving. you empower them with examples to motivate their understanding and they will “vomit” plenty examples of scenarios. well if they are new CAB members for instance, it might take some time before they can be able to provide critical feedback, therefore ongoing capacity-building trainings are necessary if they are be enabled to respond to the challenge.

      they live with their people, they know their community and what has always happened, so they will definitely come up with ideas from previous experiences.
