Support products from government

Some countries cannot support for new product of HIV prevention package and new ARV regimen that used in the study. Because both of them are expensive. Some country cannot use HIV prevention method because of religion or taboo. And also the products can make volunteer have resistant for ARV or the prevention package if they stop using it.  Although we have good referral form it will be useless for volunteer after they have completed from study. How can researcher solve the problem at your study site? And how about efficacy of the methodology you use?
